The provisions of Rules 10, 11, 12, 13, 14, 15, 16, 17, 18 and 21 shall also apply to the head of the commission outside the service and other employees working in the commission. But the provisions of rules 10, 11, 16, 18 and 21 will not apply to local employees working on deputation.
